History

Organized in late January 1983, The Maritime Training Center of the Philippines (TMTCP) was registered with the Securities and Exchange Commission (SEC) on 18 February 1983, Reg. No. 110300.

TMTCP activities are regulated by the Maritime Training Council (MTC), composed of the Commission on Higher Education (CHED), Maritime Industry Authority (MARINA), Professional Regulation Commission (PRC), Philippine Coast Guard (PCG), Department of Education, Culture and Sports (DECS), Department of Labor and Employment  (DOLE), Overseas Workers Welfare Administration (OWWA), National Telecommunications Commission (NTC), and the Filipino Association for Mariners Employment  (FAME).

Training expertise devolves on instructors who are some of the most experienced seafarers in the country, each having served for many years on board multi-national-flag merchant ships and/or naval vessels. Honed in the proven methods of teaching that they have acquired in the instructor training course taken in the Philippines and in major maritime countries, TMTCP instructors impart their attitude, knowledge and skills to their students destined for the maritime profession. They are wont to say, " . . . we train those who sail to live . . . so that others may live to sail." Lending the expertise on administrative functions and overseeing operational matters, is the corporate board of - "all weather" master mariners, senior business executives, career managers, and a radar expert, a former Navy Chief Petty Officer. Their individual longevity in various fields of specialization - maritime command, economics and instrument technology - aggregates in excess of a hundred years.

Although guided by the format and substance suggested in IMO Model Courses, it is NOT the intention of these Model Courses, however, "to present instructord with a rigid teaching package which thay are expected to follow blindly... because educational system and cultural back ground of Filipino trainees in maritime subjects may vary considerably" from seafarers students of other countries.

The Training Center operates out of Manila's district of Ermita, in the city's tourist belt, occupying the 3rd and 4th floor of the G.E. Antonino Building, opposite side of the National Library which is located at the southwestern grounds of the Rizal Park (Luneta). The two floors, with a total area of 2,200 sq.m. accommodate the executive and administrative offices and 32 classrooms of the Training Center.

The practicum site is located in Sta. Rosa, Laguna on a 1.5 hectare area along the shore of Laguna de Bay where shipboard evolutions and firefighting training are conducted.

  • Continously upgrade the qualification of our traininf staff and maximize the operational readiness of training facilities and equipment;
  • Adapt to the changes and development in the educational and technical aspects of the maritime industry;

  • Are committed to meeting customer requirements and the continual improvement and effectiveness of the Quality Management System.
  • Ensure that this policy is communicated and understood within the organization and will be reviewed for continuing suitability.
