The course is presented in two parts. Part I explains the purpose and arrangement of the Convention and its five Annexes, and provides detailed guidance on the Annex I requirements applicable to machinery spaces of ships. Part II covers the Annex I requirements applicable to oil tankers and to tank washings, cargo and ballast operations on-board oil tankers.
This course is designed to satisfy the requirements of Regulation II/1 and Regulation III/1 of the STCW -78 Conventio as amended.
Objectives
Those successfully completing the course should be able to appreciate the concern about pollution of the marine environment, understand the impact of oil pollution, describe how ships contribute to this form of pollution and explain the international rules aimed at preventing such pollution. In addition, the trainees must also be able to explain in detail the principles involved in the prevention of marine pollution by cargo oil through specific construction and equipment requirements for oil tankers, and to comply effectively with the relevant operational requirments.
Entry Standards
This course is intended for masters, deck officers, engineer officer and ratings of ships of any type. Part II of the course is intended for master, deck officers and other personnel responsible for cargo and ballast handling on oil tankers.

MARPOL II (IMO Model Course 1.12)
Scope
This course provides training for masters and deck officers of chemical tankers in the maintenance and operation of their ships in accordance with the provisions of MARPOL 73/78.
Because their work is closely linked with shipboard operations, the course also beneficial for chemical terminal operators and for those working in the cargo or chartering departments of chemical tanker operators. The training provided by the course is incorporated into the advanced training programme on chemical tanker operations required under regulation V/2 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW 1978).
The course does not deal with the general provisions of MARPOL 73/78 (refer to model course 1.11, MARPOL 73/78 – Annex I, for a discussion of this material), but is limited to Annex II of the Convention.
The course explains the criteria used for categorizing noxious liquid substances according to the hazard they represent to the environment, the ships types in which they may be carried and the conditions under which they may be discharged. It provides instruction on the means by which it is ensured that a chemical tanker can proceed to sea only if residues of noxious liquid substances have been reduced to negligible quantities which, when discharged into the sea, will not harm the marine environment. It explains the certificate that vessels require in order to carry noxious liquid substances, and stresses the need for keeping records of loading, unloading and discharge operations and for effecting immediate repairs. The course finally explains the priorities involved in cases of force majeure, where considerations of safety of life at sea may take precedence over those concerning protection of the marine environment.
Objectives
Those successfully completing this course will thereby be enabled to:
- correctly identify the categories of noxious liquid substances offered for shipment
- take proper account of the potential impact on the marine environment of pollution by noxious liquid substances
- take proper account of the construction features required of chemical tankers both in normal operations and in emergencies
- ensure that correct use is made of the equipment with which chemical tankers are required to be provided
- correctly apply the principles and procedures and ensure correct use of the appropriate equipment involved in the prevention of marine pollution
- effectively protect the marine environment against pollution by noxious liquid substances carried in bulk in ships in which they (the trainees) serve
- avoid ship delays in port arising from Port State action.
Entry Standards
Trainees entering the course should have knowledge of and experience in the carriage of liquid chemicals in bulk; trainees in this category could include masters and deck officers serving in chemical tankers who have not completed the specialized training programme referred to in STCW regulation V/2(6) and those personnel who are in effective charge of shore activities associated with loading or unloading chemical tankers. Seafaring personnel should preferably have completed Part 1 of the MARPOL 73/78 – Annex I model course.
